Khalequzzaman, General Secretary, Bangladesher Samajtantrik Dal : An instrumental element stays absent while implementing financial allocation and preparing budget for the country’s development. The involvement of the masses is ignored in the preparation and even their opinions are neither considered nor asked.
Due to the absence of fairness and accountability, most people remain unaware of the budget. To be honest, none of the institutions is formed on a democratic base, neither our political culture. This is why the masses are ignored in the preparation and implementation of budget.
That is why the rationale for the budget allocation and its effectiveness is left to the question. Most of the times, 70% of the allocations are not being used for their respective sectors. In some cases, half the budget money ca not be reckoned.
Mega budgets should have greater functionalities than before. But this has never happened in our country. A large number of the population are unaware of where the money is being spent because there is no accountability. They have to keep them satisfied only with the promoted development activities which, in real-life, differs a lot. As a result, this issue is lacking good governance in economic and other political perspectives.
