Dr. Delwar Hossain, Professor of International Relations, Dhaka University:
Myanmar literally buried the report prepared by Annan Commission formed to probe Rohingya massacre. When the commission was constituted, the crackdown on the Rohinga minorities was fanned.
Most of the Rohingya refugees are now given shelter in Bangladesh. If the Annan Commission’s recommendation has to be implemented, they will have to be at the Rakhne state in Myanmar again. But the repatriation of them is yet to start. So how did the Myanmar authorities implement the recommendations?
Aung San Suu Kyi’s government has driven out the Rohingyas after carrying out mass killings and ethnic cleansing on the latter. It implies that they brushed aside the Annan Commission’s report. Eighty-one out of 88 recommendations made by the Commission will not be implemented since there is no Rohingyas in the troubled Rakhine state. Implementation of the recommendations is beyond any question.
What basis did the Annan Commission prepared the report on? Rohingyas are staying in the Rakhine state, how their life standard can be improved and their status be upgraded—are what are basis of the report.
After receiving the report, Myanmar authorities pushed the Rohingyas out of the country in the name of action for attacking military camp. Myanmar is yet to implement any recommendation placed in the report, which will start being materialised after Rohingya repatriation. But they are not taking back the Rohingya refugees to Myanmar now.
