Combatting businesses and waste

So as I’m sure you all know, the amount of waste generated in Hong Kong on a daily basis is crazy.
Actually every day last year, the city disposed of some 2,257 tonnes of waste paper and 2,183 tonnes of waste plastic in landfills. every day! While a lot of efforts are being placed on teaching the public about recycling and ways to reduce waste, I think businesses need to be incentivised. Clearly the only thing that will drive this is money, so let’s use this to see how it can be solved. I feel that the recyclable and non-recyclable waste a business generates should be weighed, have a monetary amount attached to the weight, and make it tax deductible. I feel like this would be particularly effective for institutions like Starbucks where plastic has been such a staple of its operations for so long.
I have not really thought of the details, but I think the only way you will truly encourage businesses to do something about it is by making it about money. Very sad I know, but we have to do what we have to do.
